Sorry gents, only saw this now.
A flap wheel is a cotton or cloth wheel used in a drill or similar power tool to polish surfaces. Most are too big to be used on exhauts, etc so you'd need to find a small one and cut it down to a suitable size. I got mine from Builders Warehouse for just over R100 iirc
